It seems like when there is no write access somewhere, like in my case with guest account, it popps up that freaking window. That is only 1 small problem. I have just started to research this problem myself as this is the only PC (Toshiba Satellite) that had several programs on it when I completed the upgrade. It runs multiple times when I start Outlook, but only once when I start Excel or Word. Right-click the Office product you want to repair, and select the Change button.
