There was an issue with Windows Update where no updates would install; they all said "Cancelled". The Windows Event Collector and Windows Module Installer services are both set as Automatic, but the Windows Installer service was set as Manual. I also had the problem of Windows Modules Installer reverting to manual. Windows will repair any corrupted or missing files that it finds. Very frustrating patch. booted into safe mode and uninstalled "bitdefender" (virus protection), did the clean boot and hot fix, then ran the standalone SP1http://www.microsoft.com/en-us/download/details.aspx?id=30 and it worked!
